Last Friday, December 19, Rhode Island District Court Judge Mary McElroy granted a preliminary injunction enjoining HUD from enacting its new Notice of Funding Opportunity (NOFO) and ruled that HUD must maintain the status quo of the current FY2024-2025 NOFO (the one we want!).

Following Friday afternoon’s hearing, HUD then released a revised FY25 CoC NOFO.

The plaintiffs and defendants will confer in the coming days to determine if the revised NOFO addresses the issues raised in the initial complaint (it is highly unlikely there will be agreement on this point).

More information to come as the judge’s written ruling is published and next steps become clear.

Meanwhile, The Springfield Republican (with kudos to reporter Greta Jochem) published a huge front page article on HUD funded permanent supportive housing and what’s currently at stake for hundreds of people in our region. Several of our key partners, including the Network, were relied upon.  Congrats on the amazing partnership involved in both doing this work and bringing more attention to it across the region.

Wishing you all a holiday season filled with good rest and joy-filled moments.  I am grateful to be in this work with you all.

See you in 2026,
Pamela
