Earlier this week, Congress passed, and President Trump signed, an appropriations package that included language about CoC funding. While this does not solve the challenges with HUD’s shift away from supportive housing, it does provide some important reassurance about FY2025 CoC funding and guardrails for the FY2026 CoC NOFO.
- For FY2025 CoC funding, the bill directs HUD to non-competitively renew for one 12-month period all projects expiring during the first quarter of calendar year 2026, and sets deadlines for renewing projects expiring later in the year if awards have not been made.
- For FY2026 CoC funding, HUD must select not less than 60% of the CoC’s Annual Renewal Demand. HUD must issue the NOFO by June 1 and make awards by December 1, 2026.
We can take a breath while we prepare ourselves for the continuing work that lies ahead.
