HUD has released a proposal to weaken the Equal Access Rule. The proposed rule change would:
- require shelter placement to align with biological sex rather than gender identity.
- Allow HUD-funded shelters to pursue “reasonable assurances or evidence” of sex.
- Require funding recipients to comply with these rules over conflicting state and local laws.
