Last week, HUD unexpectedly reissued a Notice of Funding Opportunity (NOFO) for Permanent Supportive Housing.
The notice raised deep concerns about HUD’s direction, as it included requirements that defy proven principles of Housing First and impose requirements to criminalize homelessness.

While our western MA CoCs had not planned to apply for these funds for different reasons, this NOFO raises the specter of what may be coming down the pike in the next CoC funding application that will impact every CoC.
