The Hampden County CoC Scoring and Ranking Committee has released guidance for the CoC Application Ranking and Selection Process 2014.

The guidance is critical information for all applicants seeking renewal or new funding in the 2014 CoC Competition.  Most importantly, the guidance provides the scoring rubric that will be used to evaluate and rank applicant projects.

On Monday, September 22, 2014, the CoC will release Instructions for Renewal and Reallocation Applications, and a Request for Proposal (RFP) for the Permanent Supportive Housing Bonus project.  The announcement will be posted on this website.

This year, the CoC is expected to fund one NEW Permanent Supportive Housing Bonus project, in an amount up to $530,189, which must serve 100% chronically homeless families or individuals.  The highest preference for this project is that it be a scattered site rental assistance program with supportive services, offered as a Housing First model.

A bidders conference will be held on October 1, 2014, 10 am, at the City of Springfield Office of Housing, 1600 E. Columbus Ave., Springfield, where applicants may ask questions about the competition.  Questions and responses from the bidders conference will be published on this website.

All applications and supporting documentation must be submitted by October 14, 2014 at 4:00 p.m.
