The Tenant Opportunity to Purchase Act is a critical tool to keep tenants in their homes and prevent displacement. TOPA preserves naturally occurring affordable housing and stabilizes the market by supporting non-speculative, occupied ownership.

Take three actions to pass TOPA:

  1. Sign the petition.
  2. Call or email your state representative and state senator (find them HERE) and say:

    I am [calling/writing] ask that you urge leadership to ensure that the Tenant Opportunity to Purchase Act (H.1426 and S.890) moves forward and passes this session. TOPA is a priority and cannot wait until the next session.

    With an uptick in speculative purchases, loss of affordable homes and resident displacement
    will continue to increase accordingly. These burdens disproportionately impact communities of
    color, seniors, and people with disabilities. Massachusetts has been suffering a housing crisis
    for years. People are being forced from their homes and communities and displaced from
    neighborhoods where they have grown up and wish to remain.

    TOPA would provide an optional tool to municipalities that would level the playing field for
    tenants to remain in their homes by helping tenants and nonprofits take rental property off the
    speculative market.
