Immediately prior to yesterday’s court hearing challenging HUD’s terms for this year’s Continuum of Care (CoC) funding competition, HUD withdrew the FY25 CoC Notice of Funding Opportunity (NOFO).
This means that—at this moment—all CoC funding competitions are paused.
Unfortunately, HUD is NOT reverting to the previous two-year NOFO. Instead, HUD indicated to the court that it intends to re-issue a FY25 CoC NOFO.
The lawsuit will continue. The plaintiffs are seeking a ruling that HUD may not reissue a NOFO for the FY25 funding. The next hearing is scheduled for December 19, 2025, at 10 am.
As the presiding Rhode Island District Court Judge Mary S. McElroy stated: “It feels like intentional chaos.”

As this uncharted territory continues to unfold, a huge bow to our CoCs—in our region, state and nation—for their endurance and stamina as weeks of round-the-clock work to protect our most vulnerable residents got wiped out in a sentence.
